Governor endorses changes for drivers licenses

If you're thinking of applying for your first Louisiana drivers license, no matter your age, there's a whole new multi-tiered law going into effect Aug.

To make sure training is conducted properly, Smith agreed to a last-minute provision before the session adjourned, stating that "no person shall be permitted to receive more than four hours of actual driving instruction on any single calendar day.

Smith, though, wanted the program to take care of the challenges faced by bouncers and other security personnel as well.

n Senate Bill 468 by Allain will allow king or spanish mackerel to be used for bait while a recreational fisherman is aboard a boat just as long as the carcass is maintained intact with head and tail. As for swordfish, the new law states that a recreational fisherman will not be permitted to skin it until it's put onshore.

According to the state Office of Motor Vehicles, 15-year-old drivers were involved in more than 14,000 crashes between 2007 and 2011.

But if you consult the bracket for 17-year-olds, the accidents jump to 29,000 during the same timeframe.

"It doubles," said OMV Director Nick Gautreaux, "which is really drastic,"

Gautreaux and others argue that increased education and instruction could go a long way in reversing the statistic.

If you turn 17 before Aug.

n Senate Bill 394 by Smith will help Louisiana adhere to the federal Dodd-Frank Wall Street Reform and Consumer Protection Act.

It will force anyone 17 or younger who is seeking a state drivers license for the first time to prove he or she attended and passed an education course partly inspired by the recent rash of cases involving physical violence in New Orleans bars.

"We're seeing more problems where excessive force is being used or there are fights and people are getting a little unruly," Smith said.
